Victoria 2 Cheat Engine
Not sure if it works in Vicky 2, but in HOI3 what you do is create a new OOB file in./history/units that contains the units you want to spawn (see existing OOB files for syntax), then in an event or decision use the code loadoob = 'your file name here' to load the file, which then spawns the units or buildings to the locations specified in the file.I haven't tried doing this in Vicky 2, but the game engine is the same between the two games so if this code is supported in Vicky 2 then the above is what you'll need to do.
